We gradually reduce the land from its outlying borders

What does the Al-mighty’s saying mean: {See they not that We gradually reduce the land from its outlying borders? (Where) Allah commands there is none to put back His command: and He is swift in calling to account.}[1], and His Al-mighty’s saying: {..see they not that we gradually reduce the land (in their control) from its outlying borders? Is it then they who will win?}

Question: May I know what or who is meant by the dog of the people of the cave? And if it was an ordinary dog, why was it mentioned more than once in this story, and sometimes in the plural form (….the fifth of them being their dog)?

What are the three darkness’s in the words of Allah:
“He created you from one being, then from that (being) He made its mate; and He hath provided for Resurrection you of cattle eight kinds. He created you in the wombs of your mothers, creation after creation, in a threefold darkness. Such is Allah, your Lord. His is the Sovereignty. There is no God save Him. How then are ye turned away?”
